Training and workshops: Impact of Climate Change on Security Practitioners
Climate change is high on both national and European political agendas as all countries need to address the environmental challenges. With this workshop, we aim to focus some of this attention on immediate and future, but inevitable, impact of climate change on international and domestic security affairs and related policy implications. Climate change no longer is considered solely as an environmental issue thus its implications are considered in a variety of contexts stemming from social, through cultural, agricultural, industrial to economic. The documented effects of climate change like global average temperature increase, rise in sea levels, and altered weather patterns generate security consequences, presenting new challenges to societies like intercommunal tensions, changes in rates and types of crime, new legislations and questioning the methods and technology the policing should be performed by. Our ambition is to identify the most pressing trends and threats, and to propose actions that the research community can undertake to support the adaptation process. Conferences and summits: EMN-OECD Event: Labour market integration of beneficiaries of temporary protection from Ukraine
During this 2-hour online launch event:The new joint EMN-OECD Inform on the "Labour market integration of beneficiaries of temporary protection from Ukraine" will be presented, including employment rates and their progress, main sectors of employment, and most common policies and measures for facilitating labour market integration. These findings will be contextualised with qualitative and quantitative information collected directly from displaced persons from Ukraine through the SAM Ukraine survey and the latest report (Voices in Europe: Experiences, hopes, and aspirations of forcibly displaced persons from Ukraine). National perspectives from several host countries will be discussed, with a focus on the policies and measures implemented to enhance socio-economic outcomes, as well as on the outlook. Training and workshops: Technical workshop on macroprudential policies for non-bank financial intermediation (NBFI)

On 22 May 2024, the European Commission's Directorate-General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) will organise a technical workshop to launch a targeted consultation on macroprudential policies for non-bank financial intermediaries.The event follows the adoption in January 2024 of the Commission report on the macroprudential review for credit institutions, the systemic risks and vulnerabilities of NBFI, and the interconnectedness with the banking sector. The report set out the Commission's intention to involve stakeholders in discussions on these issues in 2024. The objective of this increased stakeholder engagement - which also includes the targeted consultation - is to gather further insight into the markets and business models of NBFI, and the interconnectedness among them and with banks. The EU is fully committed to addressing inequalities and challenges affecting LGBTIQ persons both within its borders and beyond. The EU actively condemns discriminatory laws, policies, and practices, including the criminalization of consenting same-sex relationships between adults. In all spheres of life, equality is advanced in EU external relations through the EU Action Plan on Human Rights and Democracy (2020-2024) and the European Commission's first ever LGBTIQ Equality Strategy 2020-2025 complemented by the "EU Guidelines to promote and protect the enjoyment of all human rights by LGBTI persons" for external action (2013). Furthermore, the EU Gender Action Plan 2020-2025 (GAP III) promotes equality for women and men in all their diversity through the approach of intersectionality. In this context, and on the occasion of Diversity Month and IDAHOBIT 2024, INTPA is organising a hybrid InfoPoint session on the Rainbow Economy. Its main aim is to reiterate the EU's commitment to advancing the human rights of LGBTIQ persons, and highlight perspectives on how to support the economic inclusion of LGBTIQ persons. This infopoint will complement the human rights discourse by highlighting the negative consequences that stigma, discrimination and exclusion have on economies. By doing so, the conference aims at giving voice to LGBTIQ activists and to partners who are implementing actions to drive economic inclusivity, economic growth, and ultimately realize economic fairness and social integration for the LGBTIQ community. The International Day against Homophobia, Transphobia, and Biphobia (IDAHOT) was created in 2004 to draw attention to the violence and discrimination experienced by lesbian, gay, bisexual, transgender, intersex persons and all other persons with diverse sexual orientations, gender identity, or expressions, and sex characteristics. The date May 17th was chosen to commemorate the World Health Organization's decision in 1990 to remove homosexuality from the list of mental disorders. The theme of IDAHOT 2024 is 'No one left behind: equality, freedom and justice for all': at a time when hard-won advances for LGBTIQ communities around the globe are increasingly under threat, this year's IDAHOBIT theme is a call for unity: only through solidarity for each other will we create a world without injustice, where no one is left behind.However, around the world, LGBTIQ people face discrimination and exclusion which may limit their ability to reach their full potential in different areas of life, including education, employment, physical and mental health. As recent research suggests, the effects of stigma, discrimination and exclusion based on sexual orientation, gender identity and expression, and sex characteristics could be costing economies billions of dollars.According to the ILGA Europe 2024 annual review of the human rights situation of LGBTIQ people, LGBTIQ persons are disproportionately affected in times of crisis and are often socio-economically disadvantaged in specific ways. There is a continuing lack of awareness and lack of political will to address socio-economic inequalities for LGBTI people. The work of activists, human rights defenders, and other actors to protect LGBTIQ people and advance freedom and rights has been increasingly beleaguered by attacks and restrictions on civil society space. LGBTIQ human rights defenders have been targeted by increasing physical aggressions, threats, and hate campaigns. This is particularly challenging in a context where, in 2024, 64 countries have discriminatory legislations that criminalize private, consensual same-sex relationships - exposing individuals to the risk of arrest, prosecution, imprisonment, and, in twelve countries, the legal possibility of death penalty.The EU is a strong defender of the human rights of LGBTIQ persons globally. Equality and non-discrimination are part of EU core values, as emphasized in the Universal Declaration of Human Rights, the European Treaties, and the EU Charter of Fundamental Rights. Hence, the increasing EU engagement to act for the protection of such values, both at the political and operational level.The EU existing internal and external policies are based on a non-discriminatory approach and address multiple and intersecting forms of discrimination. The LGBTIQ equality strategy 2020-2025 sets out a series of measures to step up the EU's non-discrimination action, to mainstream LGBTIQ equality into all EU policies, legislation, and funding programs, and to amplify the voices of LGBTIQ people both within and outside the EU's borders. On the basis of its principles and policy framework, the EU supports civil society organisations working on the frontline to combat violence, hatred, and discrimination, and ensure that the human rights of LGBTIQ people are upheld in partner countries. This conference aims at highlighting the work of LGBTIQ activists and partners who are implementing actions to drive economic inclusivity, economic growth, and ultimately realize economic fairness and social integration for the LGBTIQ community. 'Resonances' is the name of the JRC SciArt flagship initiative, which fosters collaborations between artists, scientists and policymakers. Its fourth edition (2022-2024) revolves around NaturArchy, which aims to reimagine our relationship with nature and the environment. The NaturArchy exhibition will open its doors on 24 May at iMAL, Art Center for Digital Cultures & Technology (Brussels) with a vernissage. After two years of deep inquiry, research and co-creation, which began with a summer school at the JRC in 2022 and continued with artistic residencies in 2023, these art and science works provocatively call to be contrasted with pieces of natural and cultural heritage. From global oceans to water flows, from contamination and bacteria to climate tipping points, pollinators, and landscapes of natural hazards; from natural and artificial intelligence to non-human values, forests, lands, soils, composting; from grief and mourning to rituals, wonder and collective action. This is the creation of 15 artists, working together with JRC researchers and the SciArt team, also involving EC policymakers with a keen interest in the topic. The result: nearly 50 people currently joining forces for NaturArchy.

It has been reiterated during RAN meetings that this is one of the key pillars of the support provided by P/CVE first-line practitioners who work with radicalised individuals and their families (as well as any other work done by psychologists, social workers, counsellors). Factors that play an important role in this trust-building process are, for example, investing time, strategies for exploratory communication, and taking into account the perspective of the individual the practitioner works with (see here). For this last point, practitioners constantly need to self-reflect on their own biases, stay open-minded, be aware of the impact of their own world view and the perception of clients, and reflect on their role in the system/community they are working in/with. Faced with recurrent water-related crises, this edition of the annual conference will debate what is needed to make the EU more water resilient, today and tomorrow. Water is a vital shared resource to be passed down from generation to generation and one of the essentials for people, the environment and a just, sustainable, and resilient economy. In recent years, citizens across different parts of the continent have faced a surge in natural disasters, such as droughts and floods, which have made EU's water challenges even more severe and triggered a new awareness about the need to ensure a water-resilient Europe. Pressures on water resources are not only due to the impacts of climate change, but also primarily to decades of structural mismanagement of this precious resource and to pollution and ecosystem degradation. But water resilience is not only a challenge for the EU. Worldwide, the water cycle is out of balance, closely intertwined with climate change and biodiversity loss, mutually further exacerbating each other. The 2024 EU Green Week is part of a wider communication campaign dedicated to the topic of water resilience. The objective is to stimulate an EU-wide conversation around the EU's water present and future, with an emphasis on fostering awareness and promoting positive, collaborative solutions. At the conference, guest speakers will discuss various aspects of integrated water management. This includes topics such as fostering a water smart economy within the EU, addressing the challenges of restoring and safeguarding the disrupted water cycle, ensuring widespread access to clean and affordable water and sanitation and international water cooperation. RAN PRISONS Working Group is looking for participants with relevant expertise to take part in our next (and last) WG meeting on Practical methods and approaches to conducting multi-agency case conferences in relation to security-relevant VETO cases. Registration period ended on Friday 3 May 2024, 18:30 (CEST) Background and aim of the meeting During previous RAN PRISONS, RAN REHAB and other RAN meetings, multi-agency work is a prominent topic. Multi-agency work with VETOs in prison and post-release can be performed in different ways, as can be seen among different EU Member States. Variables include local context, duration of participation and involvement of state agencies. Case conferences aim to better multi-agency work by creating a space where all professionals working in the disengagement, deradicalisation and rehabilitation of the inmate discuss the case. This allows a holistic understanding of the processes and advancement of the inmate, and enables the sharing of information according to the possible legal framework. The use of case conferences aims towards better disengagement and rehabilitation of the VETO as well as prevention of recidivism. The goal of this meeting is to identify, examine and exchange good practices of designing, operating and evaluating multi-agency case conferences in relation to VETOs in prison, post-release and during the transition between the two.Key questions this meeting will address include: Who are the different stakeholders who should participate in multi-agency case management of VETOs and why? In what stages should each participate?Who is leading the case conferences and how can they be improved? In recent years, RAN Practitioners has looked at the topic from many different angles. Previous RAN Practitioners events and publications have dealt with distinct aspects such as the lone actor phenomenon (RAN cross-cutting thematic event 'Lone actors - jointly taking stock of recent developments and combining knowledge', April 2021), manifestations of VRWE on the local level and how to counter them (RAN FC&S Meeting 'Violent right-wing extremism in communities', November 2021), the overlap between extremist ideologies (including VRWE) and conspiracy narratives in the context of COVID-19 (RAN Thematic event 'Conspiracy narratives and anti-government sentiments in relation to (V)RWE and other forms of extremism', March 2022), as well as what the EU and the US can learn from each other about tackling VRWE (RAN study visit 'Violent Right-wing Extremism [VRWE] in the US and EU', March 2023).This study visit will invite 15 practitioners from all over the EU to Stockholm, Sweden, to get first-hand insight into the workings of several organisations preventing and countering VRWE: 1) the government CVE centre (Center mot valdsbejakande extremism), which coordinates all the work in Sweden against violent extremism; 2) the youth centre Fryshuset, where the Exit Sweden programme is located, and 3) the Dialogue police unit, which operates to ensure safety and management of public gatherings of violent extremists (such as demonstrations and manifestations) from a de-escalating standpoint.Hearing from this diverse set of organisations, the participants will not focus on just one aspect of VRWE but on the whole-of-society approach that is needed to counter it. The European Commission has been closely following the impact of distributed ledger technology on financial markets. To ensure that European markets benefit from legal certainty when distributed ledger technology (DLT) is used to issue assets and provide related financial services, the European Commission had proposed, and the co-legislators adopted, two important legislative acts: Regulation (EU) 2023/1114 on markets in crypto-assets (MiCA) and Regulation (EU) 2022/858 on a pilot regime for market infrastructures based on distributed ledger technology (DLTPR), both providing DLT-adapted frameworks for crypto-assets and traditional financial instruments respectively.Beyond the area of crypto-assets governed by MiCA, DLT is experiencing increased uptake by 'traditional' regulated financial entities that deal with financial instruments under Directive 2014/65/EU (MiFID) and provide related services. To accompany this trend, the Commission Directorate General for Financial Stability, Financial Services and Capital Markets Union (DG FISMA) is organising an initial workshop on asset tokenisation with industry representatives. The Innovation Fund aims to bring industrial solutions to decarbonise Europe to the market and is funded with revenues from the auctioning of allowances from the EU Emissions Trading System.The Innovation Fund has already held three large-scale calls, providing a total of EUR6.5 billion in grants to support 65 projects. The European Commission has also held three calls for small-scale projects with total capital costs below EUR7.5 million, selecting 66 projects requesting around EUR225 million in grants. Especially their contribution to prevention work in classrooms has proven to play a very powerful role and can help tackle the growing danger of conspiracy narratives. However, practitioners have often been hesitant to involve victims/survivors due to uncertainty and/or fear of retraumatisation.This meeting aims to review the discussions held by the VoT Working Group in recent years and assess the current state of play regarding key topics.
